Consider it a binary STAR.
Supporters are gathering signatures to qualify two separate initiatives to establish the alternative voting method on local ballots next year. If they are successful, the first measure would appear on the Eugene city ballot in May, with the second measure returning to the countywide ballot in November.
The STAR voting proposal flared back to life less than a year after Lane County voters rejected the method in November.
Under the STAR — short for “Score, Then Automatic Runoff” — voting method, voters assign a level of support for each candidate, possibly ranging from zero for no support to five for the most support. When votes are counted, the two candidates who received the highest cumulative scores go to an instant runoff. The candidate who was scored higher most often by voters is declared the winner.
